A New Chapter for RRS and Continued Collaboration for Signalfire Group
At Signalfire Group, collaboration is at the core of how we work—both within our team and with our partners across the broader Resource Recycling Systems (RRS) network. Today, we’re proud to share exciting leadership news from RRS, our parent company, as it moves into its next chapter of growth and impact.
Beginning January 1, 2026, longtime RRS leaders Resa Dimino and Catherine Goodall will serve as co-CEOs, succeeding Jim Frey, RRS’s co-founder and CEO. Resa will continue to serve as Managing Partner. Jim will remain actively involved in a strategic advisor role, continuing to support consulting and business development efforts while mentoring RRS’s next generation of leadership.
This transition marks a new era for RRS, one that builds on its 40-year legacy of collaboration, innovation, and systems thinking in the circular economy.

The co-CEO model reflects RRS’s collaborative culture and its systems-based approach to advancing circular economy solutions. The new leadership structure draws on the complementary strengths of two proven leaders who have helped shape RRS’s strategic direction and client impact for years.
Resa Dimino will focus on people, partnerships, and business development.
Catherine Goodall will guide finance, operations, and client services.
Together, they’ll continue to build on RRS’s mission to deliver environmental and economic value for clients, communities, and the planet.

Resa’s Continued Leadership at Signalfire Group
In addition to her new role as co-CEO of RRS, Resa Dimino will continue to lead Signalfire Group, RRS’s policy and strategy subsidiary, where she’ll remain deeply engaged in advancing producer responsibility and circular materials policy.
Resa brings over 35 years of experience across public and private sectors, including leadership at the New York State Department of Environmental Conservation and in the recycling industry. She helped launch Signalfire Group and continues to guide its work, helping companies, agencies, and coalitions navigate the evolving policy landscape with clarity and collaboration.
